Attached is a summary of the regulations for referees and clubs for  the coming season issued by Competitions Committee

Referee Regulations Summary 2019/20

The main change is Item 10 under Rolling Substitutions where subs cannot come on for the first 20 minutes – a by product of abuse by clubs not starting players but bringing them on after a few minutes
